European Championships - although the ARA voted against the formation of a European Championships this does not mean that we will not take part now that they have been set up. It is very much dependent on the funding being available. Suggestions from Scotland that the ARA asks FISA to allow home countries teams at these championships was not supported by Council. 2. Private matches - are going to be allowed to take out ARA insurance at the same rate as regattas. The events must first have been approved by RUC though. There is a growing number of these events in the region - mostly organised by the universities - and I suggest that we write to the universities so that we can take control of these before they proliferate too much, and also let them know about this insurance. 3. National Water Sports Centre - Rosemary Napp had drawn up a position statement (attached) about the NWSC. There have been delicate ongoing discussions about the situation over the last 18 months. The County Council has no desire to see the Centre close and would be happy to put in its current level of funding of about 250,000. Martin Brandon-Bravo suggested that clubs which would be affected should lobby their individual MPs and Sport England using the briefing note as background, with an initial aim of getting the decision date put back from 2009 to 2012. 4. FISA - the GB delegates to the FISA Congress at Eton in August will be Gary Harris, Di Ellis and David Tanner. The digging at Dorney will be completed by the time the World Champs start. 5. International - Caversham is now open. Contrary to the press release on the ARA's website (which was provided by Sport England) clubs will not be able to use Caversham. However, once the first year is over and a pattern of use has become established it may be possible on rare occasions when the squad are not there for clubs to use it. The revenue budget for Caversham will be around 200,000 per year. I suggested that the National Competition committee adopt the FISA categories on adaptive rowing and it will be considering the matter. 6. No financial report - the accounts are in the process of being audited. 7. National - Regattas are encouraged to provide adaptive events. If anyone wants some advice on the pitfalls involved then please speak to Tees regatta (Kate O'Sullivan) which incorporated adaptive events in this year's regatta. Additionally Kate would like to know of any clubs which have an adaptive programme. Equity training will be rolled out at a regional level. Bob has apparently been trained! Problems with incorporated the COMmunicate module in the new ARA website have been identified and it's not yet clear whether these can be overcome. 8. Coaching - I wholeheartedly supported the Thames comments that the new coaching scheme was unworkable because there are too few assessors and tutors to run the scheme and the burden was now too great for people to volunteer. There was a report of some universities who pay for their rowers to undergo coach education providing that they commit to coaching at the local club - this may be a model which can be used in this region too. Next year's coaching conference on 29th and 30th January will be moving closer to Caversham because of problems with the original Warwickshire venue. 9. JRC - the JRC has a new chairman. She and the JRC seems to have come up with some pretty odd suggestions for future rule changes. These will need to be considered by the Nat Comp committee first. They are every junior who races at a regatta should expect to race twice junior races should be held over a short part of the day clubs/schools should be encouraged to organise their own private matches events should be encouraged to be more flexible taking entries until the night before the event Some other suggestions for rule changes have which are being considered by the Nat Comp committee are WJ15 sweep events to be allowed only J15 and above to be allowed to row in sweep events juniors should only be allowed to compete one year above their year group The JRC suggestion is that the Sch/J rule stays and that J12/J13 events should be provided by primary regattas. This age group should not be competing in national level events. JIRR will have a new committee. Robin Walker has volunteered to serve on it. Thames RRC has volunteered to help organise it. JRC suggests that all J13s and under who compete in regattas should be registered. 10. National Competition committee Proposed new rules are 2-3-5 dress code. Suggestion that the penalties for infringement should remain at the umpire's discretion and consistency should be maintained by the NUC. 2-3-6a/3-3-1d lightweight weighing NCC decided to keep the rule unaltered but would suggest that events devise their own local rules for situations where competitors are not racing on a specific day. 2-5-4 mechanical starting systems - amend this rule to specifically cover those systems which are currently in use. 3-3-4a veterans - wording to be brought into line with that of 4-1-7 Guidance has been produced about punching licences, and also what to do about SARA and WARA members. I am minded not to approve any of these non-geographically based clubs in future. 14. Water Safety Unanimous backing was given to the rule about lifejackets in front loaders. The guidance document on PFDs for juniors is going through the proof stage and will be published shortly. Guidance on first aid and ambulance cover at events is also going through the proof stage. Lee Stampton is being employed on a consultant basis by the WSC to provide advice. The Blockley's have recently met the Minister for Sport and as a result of that meeting an independent body has been set up to consider the issue of boat buoyancy - specifically whether the ARA's or FISA's definition of adequate buoyancy is more fit for purpose. The Minister can not enforce the decision of this review on the ARA, and no time scale has been set for its completion. The ongoing problems with the online water safety audit has led to a temporary fix being adopted. Clubs should now have completed their audit via the link on the ARA's website. 15. Medical The Medical committee has suggested that there should be an addition to the water safety code along the lines that rowers, coxes and launch drivers with epilepsy should not be allowed on the water when there is significant risk of further seizures. This risk adopts similar guidelines to that of the DVLA. The lawyers are looking at the suggested addition. The committee considered the veteran fatality at a Thames region head earlier this year. There were no concerns about preparation for the race and medical advice is that the protective effects of regular exercise outweigh the risk of collapse. There were suggestions that there should be the opportunity for appropriate warm up and wind down and appropriate clothing should be worn. 16. ARA membership The numbers at the end of June are attached. West Midlands continues to be under-represented compared with Eastern, North Western and Thames regions. The working party (myself, Gary Harris and Brian Hawden) has met once and I was given the task of identifying what regions thought were the roles of Div Reps and regional chairmen. I will be commencing the research in the autumn. 17. There were good performances from the region at the National Schools, National Vets and Henley Women's regatta.
