MINUTES OF THE MEETING held on Saturday 27th November 2004 were confirmed and signed subject to the following amendment - Item 18.1 should read John Turnbull asked for nominations for a recreational rowing representative from each region. 5. MATTERS ARISING - a) Licensing Fees (11.1) B. Hawden presented his paper Club Licensing Law and reported that a new premises certificate will come into effect on 6th November 2005. All clubs with existing licensing fees, must make an application to the Licensing Development Officer by 6th August, and B. Hawden explained the implications if clubs delayed applying for a Club Premises Certificate. Divisional Representatives were asked to pass on this information which will be circulated to all clubs in the next club mailing. Clubs were also urged to write to their MPs. ACTION: Divisional Representatives R. Napp reported that the CCPR is pursuing this matter. b) J14 Events (11.4) this will be covered in the National Competition Report. c) Results of Div Rep Elections for Divs 9, 15 and 18 (15) Div 9 - Mike Mansfield Div 15 - Richard West Div 18 - Neil Jackson 6. FISA The Chairman highlighted the significant changes agreed at the Extraordinary Congress in Dubrovnik, held 2-5 February 2005, which had been attended by the Chairman, Ron Paterson and D.W. Tanner All Olympic class events to remain in world events irrelevant of numbers U23 Regatta to become a World U23 Championships The option of Juniors and U23s events being held together Lightweights stay at status quo Water Safety including buoyancy, advisers and a Guideline for Safety Standards Advertising rules extended slightly for boats and clothing Lightweight mens eight has been brought back in New progression system has been introduced J. Boultbee and J-C Rolland to be members of FISA Executive Where Chairman is mentioned in the FISA Articles and Rules now becomes Chair 7. INTERNATIONAL REPORT The Chairman presented the report in D.W. Tanners absence. The appeals procedure will be reviewed with regard to opportunities for athletes to appeal, although the Chairman feels that with the Sports Dispute Resolution Panel (SDRP) in place this should allay any fears that athletes may have. There were a number of differing views with regard to the Testimonial document attached to the report and R. Paterson proposed that this matter be brought to the April Council meeting for further consideration. The Chairman said that as this is new to the sport guidance had been sought from another governing body, but, having such high profile athletes in our sport, it is important that this is introduced. The Chairman asked Council to let her have any further comments and also asked for their support for the current document to cover the athlete already in the system and that further consideration will be given to the testimonial document in April. Council supported this action. 8. FINANCIAL MATTERS National Income and Expenditure Account for the nine months ended 31 December 2004 and Budget for 2005/06 and International Income and Expenditure for the nine months ended 31 December 2004 and Budget for 2005/06. After discussion, R. Paterson presented the accounts and budgets at a) and b) and asked Council to note the accounts and approve the budgets provisionally as it may be necessary to come back to Council with some refinements. Council approved this action. At the September meeting of Council, Executive were asked to reconsider the fee for the new category for Indoor Rowing membership and Executive now proposed to charge a fee of 10 the benefits to include on-line services, 3rd party insurance and a quarterly newsletter. This category of membership will only be available on-line. Council approved the new fee. 9. NATIONAL REPORT R. Napp presented her report. Item 3 R.E. Napp wished to add that Vicky Foad, Team Leader for the South, had resigned to take up a post in Tasmania. There were two attachments Interim Regatta review report and Volunteer Reward and Recognition. M.D. Williams reported on correspondence received from the previous Editor of Regatta magazine. The Chairman said she was unable to respond to the contents of the letter as she had not received a copy. A great deal of discussion ensued with regard to Regatta magazine content after which the Chairman proposed that, taking on board all the comments at this meeting, and whilst the magazine review is taking place, the Finance Committee should look at the possibility of raising the budget for the magazine. This was agreed by Council. 10. WHOLE SPORT PLAN R. Napp reported that we will be receiving over the next 4 years 2.9 million - 546,354 for the National Programmes and 2,353,646 for the Start & Potential Programmes. The final printing of the Forward Plan will be produced and two copies will be sent to clubs with an Executive summary for the regions. 11. REPORTS 11.1 National Development Committee nil report. The Chairman reported that John Buchan had retired as Chairman of the Committee in January of this year. She wished to thank him for all his work as Chairman of the Development Committee, the Courses Committee, the Instructional Committee, and his work with the NVQ. He also organised the last Senior FISA Coaches Conference held in this country. John will be missed on Council and Executive and on behalf of Council the Chairman wished him well for the future. 11.2 National Coaching Committee report tabled direct to Council. Item B2 An exceptional coaching conference had been held at the Warwick Conference Centre Jan 29-30. The Chairman congratulated everyone concerned in organising this conference. 11.3 National Competiton Committee C. Llewellyn presented his report. He then referred to the recent J14 events issue about withdrawing this event from the National Championships, the recommendation of which had been brought to the November Council meeting but Council had agreed that the recommendation should be withdrawn from that meeting so that the implications could be discussed more fully and would be brought back to this meeting for approval or otherwise. The Junior Rowing Commission (JRC) had been fully involved in the competition review. Rod Murray (substitute for Mrs. F. Dennis Chairman of Nat. Champs) said that the Committee felt that the recommendation in question was the right way to go. R. Walker (substitute for Lee Stampton Chairman of the JRC) tabled a paper (attached) Junior 14 and J15 competition at National Championships and proposed to Council, that the National Championships Committee should withdraw the objection for J14 events this year and the JRC will then review the issues involved and report back to Council with regard to 2006 at a later meeting this year. Discussion ensued and the following are some of the comments made 11.3.1 Rod Murray the National Championships Committee discussed the J14 entries at some length before coming to the recommendation in question Chris Llewellyn questioned the effect that the JRC proposal will have on the competition review that has already been approved by this Council. Jacki Dibden Felt that the overall effect of the competition review will be that the younger people will not see the better athletes racing. The Championships should be all encompassing. Megan Bell felt there is an issue of whether some crews should have entered to race in the National Championships at all; the event should not be a free for all. Chris Anton J14/J15 events are extremely popular with clubs. National Schools is having J14 quads this year. U23 events will not make this up. Mike Williams suggested that we should split the event into two - seniors and junior events and run by two completely different independent committees. Brian Foster felt there were implications for clubs with this suggestion. Alison Faiers a temporary solution may be to state that unless there are 6 events the event will not run and if there are more than 2 scratchings it will not run. This may provide a temporary solution. John Clayton we must keep J14s/J15s. Terry Edwards There is support for J14s/15s event in his region. Annamarie Phelps feels a special junior event for all juniors should be organised. What is really important is that we work to performance related events. We have said that we will work towards a 3 tier programme. We should be encouraging U23s. Simon Darnbrough supported the suggestion that National Championships should hold the event for this year and that the JRC should come back to Council after reviewing the issues later in the year. The Chairman was disappointed that these issues, which were in effect committee decisions, could not have been settled before coming to Council. Chris Llewellyn said there appear to be two main issues - what is National Championships, the answers of which will determine the size and nature of the event, and the length of distance rowed by J14s/J15s. These issues need to be debated extensively before we move forward to the next stage. As he understood it the issue is the recommendation in the National Championships report, or go back to programme which was run last year. 11.3.4 Recommendation at D7 That the regatta calendar for 2006-7 is approved at the September 2005 Council meeting was approved by Council. 11.4 National Championships Committee In the absence of Mrs. F. Dennis, R. Murray presented the report. Item C1 2006 regatta venue at present, level of financial support unclear. Recommendations at D Events to be offered for 2005 To extend the range of U23 events as agreed at the November 2004 Council meeting and to withdraw J14 events as stated in the Competition Review. Recommendation rejected for 2005. Junior Rowing Commission will review with the support of a staff advisory group. 11.5 Executive - The Chairman presented her report. Item C6 should read A preliminary assessment of the need to externally decorate and an assessment of the best method of so doing has been completed on 6 Lower Mall. The report was noted. Water Safety Sub Committee S. Ward presented his report. Recommendation at D11 - Boat Identification Many clubs and their crews need to consider the importance of their conduct and observation of navigation rules if the sport is not to be brought into disrepute. It is preferable for the ARA It is preferable for the ARA nationally, regionally and at club level to show that it has the ability and desire not only to educate and train its members, but also to call to account those who bring the sport into disrepute. This has been highlighted by the recent risk assessment commissioned by the Port of London Authority. The identification of boats is critical to the process of dealing with reported incidents from clubs, members of the public and navigation and port authorities. As clubs are responsible for their members safety and conduct, then boats should be identifiable by club, including those privately owned and boating from a club. Methods of identification were discussed from full name to the use of the three-letter code plus fleet number. Agreement was not reached on this issue, but the Water Safety Committee fully endorse the principle of boat identification on a national basis and recommend that Council accept this principle to enable further progress to be made in bringing forward a specific method, application and exemptions etc. After brief discussion, the recommendation at D11 was approved by Council. Medical Sub-Committee nil report. National Olympic Committee nil report. Commonwealth Games Council for England report noted. 12. RULES OF THE ARA It was agreed at the EGM to carry forward the discussion about the National Development Committee. Anti Doping Rules Mrs. A. Phelps presented her paper Anti-doping Advisory Group recommendation to Council and asked for Councils approval in adopting the policy (paper attached) which includes minor changes to the description of the bye-laws origins and their availability, inserting references to FISA where appropriate. Council approved the recommendation. 13. Brown who then explained the origins of ARA COMmunicate and that it is part of the roll out of services under the Online ARA (OARA) branding. Council members will be sent their user name and password after this meeting and they will then be able to access the Council area of the system. It was also brought to the attention of Council that information on the site is subject to the same laws as written material e.g. email, paper, and would have to be produced in a legal disclosure case.
