This is a summary of the business. AGM – the turnout from clubs and regattas was as usual poor and a proposal was accepted that the Executive investigate linking the AGM with an ARA seminar/congress to improve attendance. The ARA medal of honour was awarded to Mike Sweeney and the Medal or Merit to Nina Padwick and Derek Drury Accounts – there was a Ѓ184,000 surplus for 2003/04 although this masks a Ѓ60,000 deficit in the national accounts. The largest proportion of fixed assets in the ARA balance sheet is represented by Project Oarsome equipment. I enquired whether coaching course made a profit as it seems in the accounts but was assured that this is illusory as the raw figures do not include amounts for salaries. Resources etc. The ARA policy is to break even on running coaching courses. Regatta magazine – the ARA is conducting a major review of Regatta. Council representation – Gary Harris, Brian Hawden and myself were asked to look into the representation of regions on the Council. Since September things seem to have gone quiet and there is perhaps a worry that extra representation for the region may be delayed whilst a more far reaching discussion of council representation takes place. World Championships 2006 – the first bulletin has been produced. The return lane at Dorney will be complete to 1000m for 2005. The BBC has been appointed as host broadcaster for the event as well as for the World Cup in 2005. The finish tower will cost Ѓ700,000 and Ѓ500,000 has been forthcoming from UK Sport. World Class start – there were 2 WCS athletes in this years GB teams. Dry rowing – the membership rate for dry rowing membership was approved (to commence in April) at the same rate as non-competing membership. The package offered will be developed during the winter. It is planned that competition at major events such as BIRC will require registration and Concept 2 are in negotiations with the ARA. There will be an increased dry rowing content in Regatta over the coming months and a link via OARA. There is concern that these members, perhaps not being members of clubs will not be represented through the usual Div Rep channels and I have raised this with the ARA. Competition review – the recommendation to proceed with the 3 tier regatta structure was approved. National regattas will proceed next year but still with only 1 point for wins in all qualifying events. Negotiations are still happening with the National regatta organisers to deal with their concerns about viability. Water Safety Committee – clubs which are part of host clubs can submit a joint water safety audit. It was reiterated that regions should see safety plans for each of their events and if they consider any to be insufficiently robust they should ask the organisers to rectify it. Clubs are reminded that they should submit the summary from their Incident logbooks to Headquarters by February. These will then be forwarded to the Regional WSA. Women’s commission – met for the final time and has now ceased to exist. The will be a specific women’s input into the Coaching Commission and National Competition Committee. Recreational rowing – John Turnbull was elected as the recreational rowing representative on Council International – the strategy for international selection for the next Olympiad was approved. This is mostly the same as that for the last. See me if you would like a copy. The ARA will support the retention of lightweight 8o in the World Championship programme. Licensing – the Licensing Act 2003 will have a big impact on clubs which run a bar and it may cost them several hundred pounds. Club are asked to read the guidance on CCPR website ( HYPERLINK "http://www.ccpr.org.uk" www.ccpr.org.uk) and submit a response to the DCMS by 23rd December. Forward Plan – the region will need to meet to prepare the regional plan to fit in with the national one in the near future. The ARA are still waiting to hear the response from Sport England and they should have a planning figure for income this month. Indications are that it might be close to what is being asked for although this is not guaranteed. Coaching Commission – regions were urged to ensure that they had candidates submitted for the Coach of the Year awards. Competition committee – various minor changes were made to the Rules of Racing. See me if you wish details although Chris Llewellyn will address these in detail at the meeting next month. The regatta calendar for 2005/06 was approved. Some changes to note for next year. Docklands regatta moves to 15th May and will be 1 day. Metropolitan regatta will be 1 week later and be 4th/5th June. Notts City regatta will be back to 2 days 23rd/24th April and JIRC will be 17th April. There is no Stratford regatta in the 2005/06 calendar. National Championship committee – the proposal to increase the number of U23 events and to investigate adding B finals to the programme was approved. The recommendation to withdraw J14 events from the Championships was withdrawn prior to discussion by the JRC on 8th January. It will be readdressed at the next Council meeting. Membership statistics were tabled. There has been a slight decrease in registered members from the region in the last year.
