The majority of the meeting was taken up with discussions on the funding on international athletes. Magic Oarlock The Australian company which manufactures the Magic Oarlock had written to the ARA after the adverse publicity following the German 2- which capsized at the World Championships. The FISA materials commission are investigating Junior scullers In response to a question asked of me by Robin Walker I have now got the answer regarding the poor showing of junior scullers at this years Junior Worlds bearing in mind the amount of money the ARA has put into junior sculling over the last few years. David Tanner replied that the squad this year was short of good quality scullers. The leading male sculler was injured, and other good sculler was in the M4- which won the gold. One who was in last years 4x has an unfortunate birthday and was a few days too old this year. The female 1x was considered by her coach to be good enough to reach the A final and had a disappointing championships. The level between the Coupe and the JWC is judged carefully by the coaches and it is policy (but not an absolute rule) not to select J16s for the JWC this is a matter of judgement for the coaches. David Tanner expected the situation to improve next year. International funding David Tanenr explained the rational behind the international selection policy: it is fashioned by the professional panel of high level and chief coaches and then ratified by the executive. It was, this year, produced earlier than usual. He was of the opinion that the wording in contention with regard to lottery grants was essentially the same in meaning as last years document and he was happy to change it back to the form of words used last year. He was trying to be helpful this year in wording the document more explicitly. The strategy reflects the contract between UK Sport and the ARA with respect to lottery grant funding and the two cannot diverge greatly. DT was of the opinion that clubs and universities were also vital for feeding people into the national squad but at some stage high level athletes will have to leave their clubs to join the squad. He tries to be flexible with everyone and he thought that in future it was possible that there could be more than one base for the national squad in the country. His view is that there is no requirement for athletes to be full time. Grants are awarded by the International manager in consultation with the chief coaches. DT matches the awards to the money available and he then accounts for the performance of each athlete to UK Sport. Rowing has done very well out of the change in UK Sport policy following the successful 2012 Olympic bid which led to increased funding for individuals and decreased funding to sports generally. There are 3 levels of performance grants C at about 12k pa, B at 17.5k and A at 23k. A grants standard is medallist in an Olympic event and B is A finalist in an Olympic event. Additionally the ARA has money for lower level development grants for aspiring athletes exceptionally up to 10k but generally less than half this level; and these are principally for U23s. This year there are 48 performance grants and 70 development grants. There is a separate grant scheme for Paralympic athletes with the maximum currently being at the C level and about 10 development grants. The Siemens money is being used for Performance bonuses for Olympic boats (not W4x and M4- who have separate sponsorship) Money to high performance clubs to fund freshers coaches to recruit new talent Talent athlete scholarship scheme World Class start programme Fund for Caversham development and contingency for flooding A motion asking for the ARA to discuss these issues generally with UK Sport was withdrawn pending the setting up of a working party between the ARA, International Manager, and concerned Div Reps (Northern, UL, CUBC, OUBC). Financial The World Championships are likely to break even after a significant input from UK Sport. Any profit will have to be returned to them. Extra money was spent over budget on athletes kit this year because it all had to be reissued during the year with the Siemens logo on it. National Sarah Chapman has taken over as the ARA publicity person and will be in charge of editing Rowing & Regatta and Alistair Groves as the ARA IT manager so any OARA queries should be directed to him. An OARA users group has been set up. Not sure if there are any West Mids members of it. Coaching There will be discussion later on the ARA Coaching strategy National Competition committee Rule changes were approved Chris Llewellyn will present on this next month but in essence: 1.2.t Private Match - the reference to invitation of crews is deleted to make it clear that the match is limited to four competing clubs. 2-1-6 Qualifications - the meaning of a multi-lane competition has been clarified. 2-3-3/2-3-9d/5-1-1/5-2-4 Licences and returns - a number of amendments have been made as shown in the Appendix to implement Council's decision to abolish day tickets. The Committee also considered the consequences on certain groups of competitors and are developing proposals for consideration by the Executive Committee. 2-3-6d/3-3-ld Lightweight Weighing - as previously reported, to clarify the issue of weighing in on days on which the competitors do not race; a sentence stating that it is not required is added to the notes to the rules. 2-4-5 Mechanical Starting Systems - since discs are no longer used, the procedure for the use of the traffic light system is included. 3-3-3/4-1-6 Juniors - following the Technical Committee report from November 2005 and consideration by the Junior Rowing Commission, the emphasis of the rule on sweep-oared rowing has been changed to disqualify competitors under 14 years old from sweep-oared events. This brings equality between boys and girls and prevents very young competitors entering, for example, Senior sweep-oared events. A limitation has been placed on entering Junior competitors under 14 years old in certain higher age band events and senior events. In addition, some clarifications have been made to assist interpretation. 3-3-5/4-1-7 Veterans - Different age definitions were quoted in the two rules with the same result. The opportunity has been taken to bring the two rules into alignment and to clarify the method of calculation of the average age of the crew. The reference to the insurance age limit has been amended in line with the policy. Veterans commission Has met for the first time in many years. Arnold Cooke (WAGS) was elected chairman. RUCs were asked to ensure that the handicap system is being used properly in their regions. Each region will have one representative on the commission Water Safety There was nothing to report Home Pierrepont There was a report from Martin Brandon-Bravo on the situation at HP. The technical deadline is still March 2009 but he believes that even in the worse case scenario that there will still be 2000m rowing at HP until at least 2010. Nottinghamshire CC are advertising for a project manage to oversee the transition. The Minister of Sport has promised to write to the national governing bodies to elicit their views. Epilepsy It was the view of the medical committee that the guidance on epilepsy should follow exactly the same rules as the DVLA has for driving. Rowing matters The region was represented by 10 clubs in the Fours Head Birmingham Uni (4 finishers), Newnham/KSW (1), Pengwern (3), RGS Worcester (4), RSSBC (3).
